A pencil draws hairs where there aren't any, which is what you want if your brows are sparse at the ends. A tinted gel brushes colour through the hair you already have, which is faster and softer. A brow wax or soap holds the hairs in the direction you comb them, with no colour at all — the fluffy, brushed-up look comes from wax, not pencil.
Plenty of people use two: wax to set the shape, then a pencil only at the tail.
Choose at your hair colour or one step lighter. On black and dark brown hair, a soft or medium brown reads more natural than a true black, which can look drawn-on in daylight photos. If you are between two, the lighter one is the safer buy — you can always press harder.
